Minutes of Meeting of 3-23-07 - Minutes

meeting commenced at 8:15 am - present, Paul Mckenna, Myriam Mekelburg, Richard Rains, David Jordan

1. One page "How to Get Your Class Online" - The Committee discussed the application process for faculty to follow in putting their class online. Our current application has 16 steps - http://lamc-ddl.pbwiki.com/application and is 3 or 4 pages long. Myriam, Paul and David will work on developing a "One Page" form which the Committee will approve and then it will be sent to instructors and to Department Chairs, and posted on the DE website for easy access.

2. Evaluation of Online Instructors - Per contract on campus and online instructors are to be evaluated. DE wants to take a pro-active part in this process. The Committee will contact Academic Affairs to determine the best way to implement through Department Chairs the evaluation of online instructors.

3. Annual DE Report to the State Chancellor's Office - Under current guidelines the LACCD District is to report to the State Chancellor's Office on Distance Education. The DE Committee will contact the District DE Coordinators to determine and define the role of each college in providing information for this annual report. David Jordan as the DE Coordinator for Mission will report back to the committee regarding this. The DE Committee should work on developing standards and guidelines similar to those required yearly by the LACCD. This includes: the purpose or intent of offering a DE Class, the quality of the class, training of the faculty, and comparison of success rates with traditional on campus classes. see http://lamc-ddl.pbwiki.com/Annual%20DE%20Report%20Required for more information

4. DE Master Plan, including growth planning - In the Accreditation visit, the team was interested in whether DE has implemented a growth plan re distance education. To date, DE at Mission has concentrated on issues of quality, but it is apparent that the number of DE classes and sections have grown over the last 5 years.

The DE Committee needs to work on a DE Master Plan, similar to an Educational Master Plan, or a Technology Master Plan, which would include quality control, training, and growth of DE offerings at Mission. The Committee will work on developing this DE Master Plan over the next two semesters since this is a large project.

5. Shared Governance - At the last meeting of the College Council, the shared governance diagram was shown to the members, and the DE Committee did not appear on it. David Jordan raised this issue, especially since Article 40 of the AFT Contract calls for the DE Committee. The Shared Governance Re-Structuring Committee will reconsider leaving out the DE Committee and will include it in the Shared Governance diagram. DE should report both to the Educational Planning Committee and to the Academic Senate, and should collaborate and work with the Curriculum Committee on developing online curriculum and the approval process.

6. Late Start online classes - Myriam pointed out that the basic 101 classes, like Sociology, Pyschology, Poli Sci, etc. get huge enrollment online, and that she has experienced using "late start" online classes to help capture enrollment for those classes. DE should develop a "late start" set of procedures, policies and guidelines to assist online faculty and administration in determining when and how to offer "Late Start" online classes.
